in BORACAY! its not open water but it has a beautiful diving area.
In one resort i know in boracay, they have there own private beach in which you can see lots of coral and different fishes when you snorkel..
this is the name of the resort
Lingganay Boracay Hotel Resort.
+ they offer free transportation from the resort to the mainland and from the mainland to the resort.

i’ve done several advanced courses at Big Apple in Puerto Galera and i highly recommend them. the equipment and instructors were great. it may not be the cheapest but they are not expensive. i dont think you want to base a decision involving your safety solely on price. you want probably want to look at safety first and then narrow it down by prices after that. you dont want to be 100ft under water and have the o-ring on your tank blow out.
The scuba diving in puerto galera itself is very good with nice clear water and harldy any currents. it makes learning very enjoyable.

It greatly depends on where will you be coming from. If you are in Metro Manila go with Scuba World, which is located in Makati you can google their website. Their Open Water check out dives is in Anilao, Batangas. Pool training is at Makati. They also have a branch in San Juan City near Wilson Street.
PADI is not the cheapest. You can also try CMAS Certification, the fundamentals of diving is the same. However the instructor’s personal proficiency varies from person to person regardless if he is with PADI, NAUI, CMAS.
CMAS office is located at Jorge Bocobo St., near the corner of San Andres St., Malate, Manila. Just a stone throw away from San Andres Sports Complex.
In summary, Scuba Diving is an expensive hobby, and certainly not for everyone who is not comfortable with water and health conditions.

I would suggest Subic bay.it is not the cheapest but it is affordable and good quality. There are over 10 padi dive centers and great diving. Subic is known for its wrecks and calm waters.no worries about currents. an other benefit is that it is a full tourist destination with many other activities the site list many of the dive sites and dive shops. seahorse tours have a number of dive packages, they are also members of PCSSD Philippine commission on sport scuba diving
